HERRIN — Mayor Steve Frattini stood up Tuesday to give Herrin its annual accounting of itself.

In his State of the City address, Frattini highlighted the town's progress over the past year and laid out his vision for where Herrin goes from here, according to the Southern Illinoisan.

This is a town that knows how to take stock. An annual address from the mayor is a small ritual, but it's the one where residents get to hear, in plain terms, what City Hall thinks it owes them next.
