CARTERVILLE, Ill. — Word of a new city ordinance out of Carterville is circulating, per 101.5 CIL-FM, but what it actually says, and what it does, hasn't been laid out in available reporting.
That's not unusual. Ordinances pass without fanfare all the time, buried in meeting minutes most residents never read. But they're where the real business of a town gets done — the fine print folks live under long after anybody remembers the vote.
