CAMBRIA, Ill. — The Cambria Village Board approved five appointments Tuesday to its newly established police merit board, according to the Southern Illinoisan.
Merit boards, once created, typically take over the hiring, promotion, and discipline standards for a police department — pulling those decisions at least partly out of the hands of elected officials and putting them under a set process. That's the theory. Whether it works depends on who sits on it and how closely the public watches.
The five appointees now on the Cambria board were confirmed at Tuesday's meeting. Cambria is a small village in the county's coalfield country, and a formal merit board is the kind of institutional plumbing that rarely makes headlines until something goes wrong with it — or until it works exactly as it should.
